沖縄国際大学へ普天間基地のヘリが墜落して１年を迎え、沖縄国際大学では抗議の意味を込めて「NO FLY ZONE（飛行禁止地域）」と書かれたアドバルーンを揚げました。

アドバルーンの高さが日本の航空法に触れるのでは、という指摘があったが、米軍基地には日本の国内法の適用が免除されるため、規制は適用されない。
なお、米海兵隊側は、「米連邦航空法に違反している」と、那覇防衛施設局と沖縄県警へアドバルーン掲揚中止を要請した。

※日本の国内法をさんざん踏みにじっておいて、こんな時にアメリカの国内法を持ち出してくるとは…。文字通り、“沖縄はアメリカの植民地”という感覚なのだろうか。
一方、沖縄大学の学長が、ヘリ墜落１周年にあたって声明を出しました。
日米両政府に向けた宣言
“米軍関係者の沖縄大学構内への許可なき立ち入りを認めない”

沖縄国際大学に米軍普天間基地のヘリコプターが墜落炎上してから一年がたとうとしている。この事故は、ある意味、起きるべくして起きた事故であった。都市密集地域内にあり、かねてよりその危険性が認識され、米政府国防長官すら事故の危険性を強く危惧している中での墜落事故だったからである。日米両政府により移設が合意（ＳＡＣＯ合意）されながら実施されず、その結果起きたものであり、責任は日米両政府にある。
事故は奇跡的に人命に被害を及ぼすものではなかった。早急に基地を撤去せよと天がわれわれに警告したものであり、無視すれば次の事故は恐ろしいものとなろう。しかしながら日米両政府には反省の色が全く見られず、普天間基地ではヘリ飛行を再開し、また金武の都市型訓練施設では人々の強い反対にもかかわらず射撃訓練を始めている。沖縄では、基地縮小どころか再編強化が行われているのが現実だ。
沖縄の地に暮らすわれわれは、この警告に真摯に耳を傾け、あらゆる軍事基地の撤去に向けそれぞれの場所で声をあげ皆で力を合わせていかねばならない。大学という場所から一年前の墜落事故を見たとき、とりわけ看過しがたい問題は、７日間にわたって米軍が沖縄国際大学のキャンパスを占拠したことである。キャンパスは学生・教職員を含めた大学のものであり、大学当局の許可なくして占拠することには、法的正当性は全くない。
そこで、沖縄大学学長として、日米両政府に向けあらかじめ宣言する。万一ヘリ墜落が沖縄大学構内で発生した場合、学長の許可なくして米軍関係者が構内に立ち入ることを絶対に認めない。また、他の民間教育機関・研究機関・団体・企業等の長にも是非同様の宣言を心の中で行い、そして出来れば公表して頂くことを呼びかけたい。一人ひとりの民間人が、一つひとつの民間団体が、たとえ一つひとつの声は小さくともそれぞれの場所で声を上げることで、基地なき沖縄を創っていく大きな声となると確信する。

Almost one year has passed after a helicopter of US Marine Corps Futenma AirBase crashed into Okinawa International University. This crash was, in a certain sense, inevitable because the base is located in densely inhabitedurban area, and the risk of accident was widely recognized and reacted with dismay by many people including the Defense Secretary of US Government. Both US and Japanese Governments are responsible for this accident because the relocation of Futenma Air Base has not been implemented by them in spite of SACO Agreement.
The crash, by a miracle, did not involve human lives. This is a warning from heaven that we should demolish military bases as soon as possible and that if we neglect these words of god the next accident would be a disastrous one. Both US and Japanese Governments, however, show no remorse.
They restarted the helicopter operation in Futenma and started shooting training in Kin Marine Corps Base in spite of strong protest of near neighbors. In Okinawa, in reality, US military bases are reorganized and strengthened instead of being reduced.
We, the residents of Okinawa, shall listen sincerely to this warning from heaven and raise a loud voice against any military base in Okinawa from each place and join hands in pressing both governments. When we study the crash from university administration point of view, we cannot overlook the fact that Okinawa International University was seized by US militaries for 7 days. University campus belongs to faculty members and students and occupancy without university administration permission is never allowed from any legal point of view.
Therefore, I declare, in advance as the president of Okinawa University, that in case of helicopter crash in our university we will never allow US military officials to enter into our university without my permission. I also would like to call heads of other private research and education institutions, organizations and enterprises to make similar declaration in their mind and make it open if it is possible. I am convinced that we can create basefree Okinawa if every private person and private organization raise their voice in each place and join hands in pressing both governments.
